The Endless Mountains Pregnancy Care Center (EMPCC) is a locally organized, non-profit organization, which provides alternatives to abortion for women and their families.
EMPCC is governed by a board of directors made up of individuals from Bradford County. Our Executive Director manages a staff of well-trained volunteers who offer peer counseling with women and their families over the phone and in personal meetings at our two locations. EMPCC is here to help women and families make healthy choices regarding issues of pregnancy as well as help provide practical help prior to and after delivery.
EMPCC has been created by and is affiliated with Care Net, a network of pregnancy care centers across the United States and Canada. Care Net brings resources of local churches and the community to bear upon the problems facing the women in need.
EMPCC is composed of Christians demonstrating the love of Jesus Christ in a tangible form to men and women seeking help.
Dr. John Lockard
Dr. Lockard received his Bachelors of Science in Electrical Engineering and his Masters in Biomedical Engineering from the University of Rochester in 1983 and 1984, respectively.
During his undergraduate years, he worked on safety studies concerning ultrasound with Drs. Edwin Carstensen and Kevin Parker.
After college, he studied medicine at the University of Pennsylvania, where he received his Medical Degree in 1988.
After a year’s internship in York Pennsylvania, he returned to Penn for his residency in Anesthesia.
In 1992, Dr. Lockard came to Sayre as an attending anesthesiologist and Pain Management specialist at the Guthrie Clinic.
He is currently the Director of the Interventional Pain Clinic at Guthrie, practicing in Sayre, Towanda and Troy
His proudest achievement was to be awarded the 2015 Donald Guthrie Distinguished Provider Award.
He and his wife Susan have three grown children.
When not at work or the pregnancy center, Dr. Lockard plays guitar in the worship group and helps his wife on the sound board at Encounter Church in Athens.

Our Mission and Vision
EMPCC exists for the purpose of providing free and confidential support- physical, emotional, and spiritual – to individuals involved in pregnancy, while always giving witness to the love of Jesus Christ.
We envision a future where EMPCC is recognized as the resource where life is promoted, parents are equipped, and families are strengthened in Bradford, Sullivan and Tioga counties.

We believe in the deity of our Lord Jesus Christ, in His virgin birth, in His sinless life, in His miracles, in His vicarious and atoning death through His shed blood, in His bodily resurrection, in His ascension to the right hand of the Father, and in His personal return in power and glory. We believe that for salvation of lost and sinful man, regeneration by the Holy Spirit is absolutely essential, and that this salvation is received through faith in Jesus Christ as Savior and Lord and not a result of good works.
We believe in the present ministry of the Holy Spirit by whose indwelling the Christian is enabled to live a godly life and to perform good works.
We believe in the resurrection of both the saved and the lost; they that are saved unto the resurrection of life and they that are lost unto the resurrection of damnation.
We believe in the spiritual unity of believers in our Lord Jesus Christ.
We believe God’s plan for human sexuality is to be expressed only within the context of marriage, that God created man and woman as unique biological persons made to complete each other. God instituted monogamous marriage between male and female as the foundation of the family and the basic structure of human society. For this reason, we believe that marriage is exclusively the union of one genetic male and one genetic female. Genesis 2:24; Matthew 19:5-6; Mark 10:6-9; Romans 1:26-27; 1 Corinthians 6:9.
We believe that human life is sacred from conception to its natural end; and that we must have concern for the physical and spiritual needs of our fellowmen. Psalm 139:13; Isaiah 49:1; Jeremiah 1:5; Matthew 22:37-39; Romans 12:20-21; Galatians 6:10.
